Why can't I choose to-par scoring for a multiple tournament league?

The reason this isn't available for multiple tournament leagues is due to course difficulty varying from week to week. See the example below.
Rory McIlroy has the following results:
Wins the Masters at -1
Wins the Open Championship at +2
His two tournament accumulation would be +1
Cameron Tringale has the following results:
Places 36th at the American Express at -12
Places 10th at the Puerto Rico Open at -8
His two tournament accumulation would be -20
Obviously Rory McIlroy's results are much better, but based on the course difficulty Cameron Tringale would have many more points.
