I just want a league with a 4-tier pick system (1 golfer from each tier each week, tiers based on OWR, field updating each week) and scoring on a points system based on the player's finishes. Is this possible?

The best we can do at the current time frame is 3 tiers updating weekly. You can do 4 tiers, but the tiers would not update on a weekly basis. They would stay the same throughout the year.
We are looking into handling automatic weekly golfer values for custom tiers and salary cap leagues. It probably won't be any time this season though.
